In the United States, an OTC topical product intended to treat acne falls under Monograph M006; Salicylic Acid is listed there at 0.5–2%. That drug range is not a general cosmetic formulation recommendation.
In the EU’s consolidated rules current May 18, 2026, non-preservative Salicylic Acid is limited to 3% in rinse-off hair products, 2% in most other permitted products, and 0.5% in specified categories including body lotion, with additional age, inhalation, and oral-use restrictions. These are legal maxima, not target use levels. A 2025 SCCS opinion also raised aggregate-exposure concerns for children aged 3–10, so current regulatory review remains important.
